The dam is located in Baringo County, Koibatek District and has a capacity of 15 million cubic meters or 15 billion litres. Chemususu Dam discharges 35,000 cubic metres or 35 million litres of water per day. It was designed to serve at least 50% of Baringo County population which includes towns and various institutions within the County.

Soin-Koru Dam

 

The Soin-Koru Dam Development project is proposed to be located on the Nyando River in the vicinity of Muhoroni in the Western part of Kenya. It shall be 60km from Kisumu City and 5km upstream of Muhoroni town. The Dam will be located in Kisumu and Kericho counties.

The proposed Muruny Dam is located near Kapsait Primary School at Murkokoi Center which is approximately 43km from Kapenguria Town. The site location is covered on SK Map 75/4 Cherangany at GPS coordinates 36 N 0761064 and UTM 0129350, elevation 2690 masl at the riverbed. The project area lies within the Rift Valley Drainage Basin. River Muruny emanates from Cherangany Hills and flows in a North Eastern direction before finally draining into Lake Turkana.

Kiserian Dam

 

 

 

 

 

 

 

 

Kiserian dam is located along Kiserian River about 2kms from Kiserian Township and will supply water to Kiserian, Ongata Rongai and parts of Ngong’ townships. The present (2010) total population of the area is about 124,000 people with a water demand of 8,450m3   per day. The 18m high dam will store 1.22Mm3 of water and supply 15,700m3  per day of water to the townships which will meet the future (2020) water demand.

In June 2010, NWCPC finalized rehabilitation of Maruba dam by raising the height of the embankment wall and spillway by 6 m. This increased the dam’s storage capacity from 0.60 Million m3 to 2.45 Million m3.  Increase in storage volume has ensured increase in water supply to Machakos Town and its environs from 2,050 m3/day to 8,700m3/day.

Climate Action

CLIMATE ACTION

The UN Climate Change Conference, hosted by the UK in partnership with Italy, will take place from 31 October to 12 November 2021 in the Scottish Event Campus (SEC) in Glasgow, UK. The summit will bring parties together to accelerate action towards the goals of the Paris Agreement and the UN Framework Convention on Climate Change.

During the previous conference held in Paris, governments agreed that mobilizing stronger and more ambitious climate action is urgently required to achieve the goals of the Paris Agreement.

The National Climate Change Action Plan 2018 – 2022 aims “to further Kenya’s sustainable development by providing mechanisms and measures to achieve low carbon climate resilient development and create a link with priority areas.” Under the Water Sector, the plan outlines various measures of enhancing resilience of the Blue Economy and water sector as follows:

  • Increase annual per capita water availability through the development of water infrastructure
  • Climate proof water harvesting and water storage infrastructure and improve flood control
  • Increase affordable water harvesting-based livelihood programs
  • Promote water efficiency (monitor, reduce, re-use, and recycle)
  • Improve access to good quality water
  • Improve climate resilience of coastal communities
  • Climate proof coastal infrastructure

The Sunday Nation carried a Climate Action pull-out on 1st of August, 2021 which focused on the water sector. The Cabinet Secretary Ministry of Water, Sanitation and Irrigation Sicily Kariuki, (Mrs.) EGH says the Ministry has aligned its operations with the National Climate Action Plan and is in the process of establishing a sector Climate and Green Economy Unit to handle matters climate change.

Why Climate Action matters to us

The opportunities for action could not have come at a better time than now when adverse effects of climate change have been felt world over. We have witnessed shifting weather patterns that have resulted in food insecurity, catastrophic flooding, desert locust outbreaks, rising sea levels and temperatures across the globe. We therefore have a major role to play in increasing access to safe and clean water while mitigating against floods and drought.

We intend to increase water storage in the country by 148.6 million cubic meters and enhance sustainability of constructed water structures through operations and maintenance. Further, we shall protect lives and property from the effects of floods and drought by constructing and maintaining 70km of dykes, 125 small pans/dams and 203 boreholes by the year 2026 as per our strategic objectives.” CS. Water Harvesting and Storage projects

The Authority has implemented various water harvesting and storage projects across the country ranging from large dams, medium and small dams and pans, boreholes and masonry tanks. Complete Large dams are Chemususu Dam in Baringo County, Kiserian Dam in Kajiado County and Kirandich Dam in Baringo County.

Small dams and pans:

The National Water Master Plan (NWMP) 2030 sets out plans to support the realization of Vision 2030 through the development of 17,860 small dams and water pans that will increase access by 893 Million m³; a significant water storage capacity.

The Authority; formerly National Water Conservation & Pipeline Corporation (NWCPC) has constructed over 1000 small dams and pans mainly in Arid and Semi-Arid Lands (ASALs) across the country. This has contributed tremendously to the increase in water storage by approximately 20 Million m³ serving about 1.5 million people and over two million domestic animals.

Flood Control

We have implemented various flood control projects in flood-prone areas most of which are ongoing. These are:

  • River Awach Tende in Homabay
  • River Sabwani in Trans- Nzoia 
  • River Kawalase in Turkana
  • Goda - Merti in Isiolo
  • River Kuja in Migori
  • River Nyando in Kisumu
  • River Kapkakwa in Elgeyo Marakwet
  • River Perkerra in Baringo
  • River Nzoia in Busia
  • Oloipito-Elmasharian check dam in Narok

Budalangi flood control; currently spearheaded by the Ministry of Water, Sanitation & Irrigation.

 

The Sustainable Development Goal number 13 on Climate Action calls on all of us to “Take urgent action to combat climate change and its impacts.”

Authority's CSR Policy

The Authority has embarked on the development of its Corporate Social Responsibility (CSR) policy. CSR is an organization’s commitment to manage the social, environmental and economic effects of its operations responsibly and in line with public and stakeholder expectations. CSR is strongly connected with the principles of sustainability. The Authority commits to make decisions based not only on financial or operational factors, but also on the social and environmental consequences.

The policy will be a self-regulatory mechanism through which we shall carry out our operations as guided by law, ethical standards and international norms. Additionally, we intend to continue embracing responsibility for our corporate actions and to encourage a positive impact on the environment and our stakeholders.

Therefore, it is the core Corporate Responsibility of National Water Harvesting & Storage Authority (NWHSA) to practice its corporate values through its commitment to grow in a socially and environmentally responsible way, while meeting the interests of interests of its stakeholders and the public.

The Acting Chief Executive Officer CS. Sharon Obonyo has welcomed the fast tracking of the policy saying she is eager to have the policy finalized and implemented soonest so as to guide the Authority’s CSR activities. The CEO added that the policy will align the Authority’s operations and activities with the expectations of its stakeholders so as to attain economic, environmental as well as social imperatives. 

“Through Corporate Social Responsibility (CSR), we aim to enhance our relationship with stakeholders, good corporate governance, build and keep public trust between the Authority and our stakeholders through solid working connections with both existing and new stakeholders." CS. Obonyo.

Below are the objectives of the CSR policy:

  • To align the CSR activities with the Authority’s strategic goals, objectives and values in an effort to make a positive difference in the society.
  • To foster successful interaction with governments, communities and other stakeholders. 
  • To contribute to charitable causes related to the Authority’s mandate and seek to participate in ways that touch people's lives in these communities.

Our Principles

  1. We recognize that we must integrate our core values and operations to meet the expectations of our stakeholders and the environment.
  2. We recognize that our social, economic and environmental responsibilities to these stakeholders are integral to our operations.
  3. We aim to demonstrate these responsibilities through our actions and within our corporate policies.
  4. We take seriously all feedback that we receive from our stakeholders and, where possible, maintain open dialogue to ensure that we fulfill the requirements outlined within this policy.
  5. Creating an awareness of how our activities have a local impact.
  6. Environment - ensure afforestation programs such as tree planting through raising a culture of environmental consciousness in communities surrounding our projects.

Our Focus

  1. We shall strive to improve our environmental performance through implementation of Sustainable Development and Environmental policies.
  2. We shall encourage dialogue with local communities for mutual benefit.
  3. We shall provide, and strive to maintain, a clean, healthy and safe working environment.
  4. We shall uphold the values of honesty, partnership and fairness in our relationships with stakeholders.

CSR Activities

We will engage and participate in CSR activities that are related to our mandate and environmental conservation. One of these activities is tree planting. The Presidential Directive Circular Ref. No. OP/CAB/26/1.3A dated 4th June, 2018 directs inclusion of tree planting in CSR activities of all government agencies.

We shall restrict our CSR activities to our project areas because these will be our area of operation. Further, all CSR activities shall be approved by management before they are implemented while considering availability of budget.  Most importantly, CSR projects or donations such as water storage tanks shall be properly branded as per the Authority’s brand manual specifications. The CSR policy already in place and has been given to staff and the board members for their input after which the final policy will be approved by the Board for implementation.

 

 

National Values & Principles of Governance

National values are the beliefs of a nation guiding the attitudes, actions and behavior of its citizens while Principles of Governance are the normative standards that oblige the state to perform its functions in a manner that promotes the general well-being of the people.


National values and principles of governance are of key strategic importance in the Republic of Kenya. This is buttressed by the fact that they are now enshrined in the constitution of Kenya which is the supreme law of the land.


The key goal underpinning the promotion of the national values and principles of governance among Kenyan individuals, families, communities and the nation  is achievement of the necessary social, economic and political transformation.
NWHSA upholds the principles of National values and governance. There is a committee in place which is chaired by the Acting Chief Legal Officer CS. Doris Mwangi that ensures implementation of the government guidelines and directives on the same.

The key constitutional provisions addressing national values and principles are:

  • The Preamble

The Preamble of the Constitution of Kenya 2010, recognizes the aspirations of all Kenyans for a government based on the essential values of human rights, equality, freedom, democracy, social justice and the rule of law.

  • Article 4(2)

This article stipulates that the Republic of Kenya shall be a multi-party democratic State founded on the national values and principles of governance referred to in Article 10.

  • Article 10(1)

National Values and Principles of Governance bind all state organs, state officers, public officers and all persons whenever any of them:
(a)    applies or interprets the Constitution;
(b)    enacts, applies or interprets any law; or
(c)    makes or implements public policy decisions.

  • Article 10(2)

The National Values and Principles of Governance are enshrined within the Constitution under this Article. The national values and principles of governance include—
(a)    patriotism, national unity, sharing and devolution of power, the rule of law, democracy and participation of the people;
(b)    human dignity, equity, social justice, inclusiveness, equality, human rights, non-discrimination and protection of the marginalized;
(c)    good governance, integrity, transparency and accountability; and
(d)    Sustainable development.

  • Article 132(1)(c)

The Constitution provides that the President shall once every year, report in an address to the nation, on all the measures taken and the progress achieved in the realization of the national values, referred to in Article 10.
The President is further required to publish in the Kenya Gazette the details of the report.

  • The Sessional Paper No. 8 of 2013

The Sessional Paper No. 8 of 2013 on National Values and Principles of Governance identifies the formation of National Cohesion and Values Committees to facilitate mainstreaming of national values and principles of governance.
The Authority has established the Focal Point Persons for Implementation of National Values Committee in compliance with the Constitution of Kenya 2010 and Sessional Paper No. 8 of 2013.
The committees play an important role in the preparation of the annual President’s report on the measures taken and progress achieved in the realization of national values.
The key roles of the Committee are to undertake the promotion, reporting, monitoring and evaluation of the Authority’s performance and compliance with the national values and principles of governance.


These roles are unpacked as follows:
i)   Promotion
The role entails:
a)    Coordination of training and sensitization
The Committee is required to:
•    Mobilize staff for sensitization/training;
•    Identify a training venue and make other logistical arrangements for the sensitization/training; and
•    Mobilize facilitators.
b)    Creation of awareness among staff members on performance contract targets on national cohesion and national values
The Committee is required to:
•    Sensitize staff members on the commitments and the national values
•    Identify commitments relevant to their mandate
•    Allocate targets for departments to track
c)    Participation in national cohesion and values forums


The Committee is required to:
•    Represent the Authority in forums where information on national cohesion and national values & principles of governance mainstreaming is shared.
•    Participate in the validation of Annual President’s report on the measures taken and progress realized in the promotion of national values and principles of governance.


ii.    Reporting
The Committee is required to:
•    Receive reports from departments
•    Coordinate compilation of Authority’s report
•    Validate the Authority’s report
•    Forward to the Accounting Officer/CEO for signature and submission to the    Directorate of National Cohesion and Values
The Committee should ensure:
•    Strict adherence to the reporting tool.
•    Timely submission of the report.

iii.    Monitoring
The role entails tracking the status of the respective initiatives as guided by the performance contract targets on national cohesion and national values.
The Committee is required to:
•    Monitor the progress of contracted performance targets.
•    Continuously appraise top management on the status of contracted targets.
•    Continuously document the Authority’s performance.


iv.    Evaluation
The Committee to:
•    Assess the implementation of the targets as captured in the Authority’s programmes and activities performance contract.
•    Participate in the validation of the Annual President’s Report on measures taken and progress achieved in the realization of the national values and principles of governance.
It is noteworthy, that these roles and activities are of a continuous nature and the Committee is fully committed in ensuring that the Authority complies with the national cohesion and national values in line with the Constitution of Kenya, 2010 and the Presidential directives.

Drilling of boreholes

The BDU has been involved in drilling works across all the country's counties with a bias towards the arid and semi-arid counties of Wajir, Mandera, Kitui, Machakos, Makueni and Western & Nyanza region counties.

 Plant/Equipment Hire (Watermaster/Dredging Plant)

One of the greatest hindrances to the full utilization of dams and pans is siltation which gradually reduces the storage capacity of dams and pans. A great number of dams and pans have not been silted since their construction especially because of lack of disilting equipment. The Corporation has one such disilting equipment which has been seeded to BDU to be hired out commercially for such purposes. A recent case of hire of this equipment was by Kenya Maritime Authority (KMA) to remove water hyacinth on Lake Victoria. This machine has also been used in the past on Chinga dam in Ithaca and Bayete dam in Wareng.

 Construction of small dams and pans

The BDU has been engaging in the construction and supervision of dams and pans. There exists a wide market for such products especially with the advent of a devolved governance.

 Engineering Consultancy Services

The Corporation has a number of specialist professionals that could provide commercial consultancy services under the ambit of BDU which could be a potential source of revenue. Such specialists include: Engineers, Hydrogeologists, EIA Experts who could provide the following services: -

          - Ground water investigations

          - Design of small pan & dams

          - Design of water supply systems

          - Project supervision

          - Environmental audits.

Fleet Management

The rates of hire of such equipment are contained in the Exchequer and Audit Act (Cap 412) Legal Notice No. 53. This legal notice was only meant to cover the mechanical and transport fund operated by the Ministry of Transport and Infrastructure which is now being widely applied by all Government Ministries and Departments including Parastatals.

Hire of vehicles, plant and machineries takes into account both normal hire rates and dry hire rates. Dry hire rates are a situation where the vehicle or plant is leased out to the user without the operator and fuel. On the other hand, normal hire rates include machines, operator and fuel. BDU intends to adopt these rates in its fleet management process.
